New work on Rules for identification systems rejected?

The voting on the proposal for a new project Rules for identification systems, document 3/810/NP, closed 2006-11-17.

The result of the voting within IEC TC3 was: 13 for approval of 19 P-members, 0 disapproving, 4 abstaining P-members and 2 abstaining O-members.

The number NCs willing to provide experts were 4, which is too low (5 are required), so the proposal runs the risk of being rejected, in spite of the number of NCs approving it. 

The final result of the voting within ISO TC10 is not yet avaialble.

A substantial number of comments (26 pages in compiled form) have been received, including comments from the JTC1 and ITU area.

There fore, a Preliminary result of the voting will be issued this week, informing the NCs that additional experts may be appointed until 2006-12-17, after which date the final Result of the Voting will be issued.

The Unconfirmed minutes from the meeting of TC3 in Berlin 2006-09-25 and 2006-09-26 are now available as document 3/832/RM. The document is kept on the official IEC site, so it now requires userid/password for access.

Meeting documents from Berlin meetings available

The meetings with SC3C, SC3D, SC3D/WG2, TC3 Workshop and TC3 held in the context of the General Meeting of IEC in Berlin have now been held. "Green" meeting documents, including day reports, are available on this site: In the menu to the left press "MEETINGS & EARLY HISTORY". You will then find a list of the "Plenary meetings" and of "Meetings with meeting documents" for the committees. Select the committee you are interested in, and you will get a list of meetings, most of them with a link to the list of meeting documents.

The new TC3 site is now alive!

The TC3 site has during the last months been redesigned with the aim:

- to make it more user friendly;

- to provide information more comprehensive than what the old one did;

- to integrate it closer to the main IEC site, and to give it the same "look and feel";

- to make the updating easier, thus facilitating the contribution from more "authors".

The redesign has been carried out in cooperation with the staff at the IEC CO, especially the web master Laila Briquet-Mosig who transferred the old information into its new shape and moved the site, all with the goal to make it possible to demonstrate the new site at the TC3 Workshop in connection with TC3 pleanry meeting in Berlin 2006-09-25. Thanks for a great job!

New project proposal for Marking of conductors and cables approved

The call for additional experts for the 3/804/NP New work item proposal: Industrial systems, installations and equipment and industrial products – Marking of conductors and cables, resulted in sufficient support.

The Report on voting, document 3/827/RVN has been circulated, showing that the project is started with project number IEC 62491 Ed.1.

New work on Marking of conductors and cables rejected?

The voting on document 3/804/NP New work item proposal: Industrial systems, installations and equipment and industrial products – Marking of conductors and cables, was closed 2006-07-21. Document 3/816/INF is a (preliminary) report on the voting.

The result: of the 19 P-members of TC3 were 14 voting: 13 in favour, 1 not in favour, (and 2 abstained, together with 1 O-member) of the work. Comments to the attached draft were received from three countries.

Thus, a qualified majority, but it does not help since only 1 NC was willing to participate in the work, and therefore the NP should be rejected.

However, IEC/CO has advised that P-members have the possibility to nominate an expert one month after the closing date, in accordance with AC/172/2000.

Document 3/816/INF is pointing at this possibility and kindly asking the National Committees to reconsider their participation until 2006-08-21. The final RVN will be prepared after that date.

As 9 of the 13 NCs in favour of the work considered the draft attached to the NP good enough for being circulated as CD or CDV one reason for choosing not to participate could be that the proposed work was considered practically ready. This, however, does not change the requirement for participation. It rather shows that the finishing of the proposed work does not require any big resources in terms of time, and that it is possible to carry out by e-mail.

Rules for identification systems

Document 3/810/NP Rules for identification systems, is a New Work Item Proposal now circulating for commenting and approval. The scope says:

This standard specifies basic requirements for identification systems for the identification of objects (such as products, “items”, documents, tabase entries, etc.) including requirements for the application of identifiers in computer sensible form, and requirements for their interchange.

The specification of a physical file formats required for such an interchange is not included in this standard, nor is possible physical marking for the identification of objects dealt with.

The proposal is a result of the “stage 0” project PWI 3-2 “Principles for identification” which since a number of years been listed as a potential new work item.

The intent is to describe some simple principles and concepts for the creation of identification systems and requirements for their documentation. This should simplify the inclusion of required functionality in commercial business systems and also simplify the practical handling when companies are split and merged.

The publication is also intended to support the present revision of IEC 61346-1.

The present document has been drafted by the Secretary of TC3 with the assistance of a number of people in the TC3 area who have reviewed and commented it. The draft attached to the proposal is actually the 4th one. An earlier draft was also presented to the ISO TC10 officers at a co-ordination meeting in Oslo in May 2006. ISO TC10 declared its interest in the work and intent to circulate it for approval as a new work item, and the acceptance could consequently result in a joint IEC-ISO work.

IEC 81714-2 Ed. 2 published

The second edition of IEC 81714-2 Design of graphical symbols for use in the technical documentation of products - Part 2: Specification for graphical symbols in a computer sensible form, including graphical symbols for a reference library, and requirements for their interchange, was published in the middle of May 2006.

Compared to the first edition this second one has been updated with regard to references, and the clauses on identification and classification of symbols have been revised.

CDVs for Ed. 2 of IEC TR 61352 and IEC TR 61734 unanimously approved

The two CDVs for Ed. 2 of IEC 61352 Mnemonics and symbols for integrated circuits, and IEC 61734 Application of symbols for binary logic and analogue elements have now been unanimously approved and will therefore be published without further circulation of documents.

CDVs for Ed. 2 of IEC TR 61352 and IEC TR 61734 available

Two CDVs are now available for commenting and voting: IEC 61352 Mnemonics and symbols for integrated circuits, and IEC 61734 Application of symbols for binary logic and analogue elements.

The two documents are circulated as a result of the previously circulated MCRs. The changes are basically of editorial nature, adapting the present text to the fact that the Parts 12 and 13 of IEC 60617 were put into the database last year.
