IEC62491 Ed. 1 Industrial systems, installations and equipment and industrial products - Labelling of cables and cores, approved for publication as an IS

The voting on document 3/849/CDV IEC62491 Ed. 1 Industrial systems, installations and equipment and industrial products - Labelling of cables and cores, was closed 2007-12-07. The document was unanimously approved and can therefore be published without any further voting procedure. A few editorial changes only will be made.

The NP for an IEC/PAS Blank Detail Specifications, Part 1: Principles and methods, approved for publication as PAS

The above new project proposal was submitted by the German NC for development as a PAS and circulated as 3/859A/NP. The proposal is intended to be the first in a series including also Part 2: Structure of a generic Blank Detail Specification, and some others.

The NP was approved for publication as a PAS, which requires simple majority.

The intent is now to continue the work with the development of Part 2. Hopefully, a CD can be circulated by the end of the first quarter 2008. It is aniticipated that this work will create proposals for improvements of Part 1, so the work on this part will continue as soon as Part 2 has become stable.

A coll for members to a Project Team for the development of the series has been circulated.

Information regarding the meetings of TC3, SC3C and SC3D in Paris

Location

All meetings of TC3 ans SCs are planned to take place at UTE except the meetings that are scheduled on 21 november, which has had to be be moved to the following site:

Maison des Entreprises, 14-16 rue Victor Hugo, Puteaux

A map will be provide of this area, which is very near UTE and the railway station.

Transportation

All delegates will receive, on the morning of their arrival, a free pass, valid for the week, which they can use on metro and tramway lines in Paris and La Defense. For that reason UTE needs to receive all registration forms for the meetings by October 23.

New project proposal for an IEC/PAS Blank Detail Specifications, Part 1: Principles and methods

The above new project proposal was submitted by the German NC for development as a PAS and circulated as 3/859A/NP. The proposal is intended to be the first in a series including also Part 2: Structure of a generic Blank Detail Specification, and some others.

What is a "Blank Detail Specification"? The term is well established in some areas, and not understandable at all in others. It is therefore likely to be changed before the series is published. Proposals for a better title are welcome.

In simpler words it means "Computer-interpretable Data sheets". The standard series is abut the structure of such documents. It makes use of the Data Element Types (DETS) defined in IEC 61360. In addition to that it describes how to handle such DETs so that all data occurring during the life cycle of a product can be managed and compared (as required; as specified; as purchased, etc) and also their varying quality (estimated, calculated, measured, etc.)

The NP has been unanimously approved and will therefore be published as IEC/PAS 62515 Ed. 1. For further information, see the voting report 3/855/RVN.

The plenary meetings of TC3 with SCs will be held in Paris this year on the kind invitation of the French National Committee, document 3/850/AC. The meetings:

Following the commenting on document 3/834/CD (comments compiled in 3/847/CC), a CDV has been circulated. The title of the publication was changed from Labelling of conductors and cables to Labelling of cables and cores, as a consequence of a comment on proper terminology. The closing date for the voting is 2007-12-07.

IEC 81346-2 Ed. 2 Industrial systems, installations and equipment and industrial products – Structuring principles and reference designation – Part 2: Classification of objects and codes for classes , now circulated for commenting as 3/844/CD

IEC 61346-2 Ed. 1 has been subject for revision, carried out by TC3 MT18.

The result of the work is now available as document 3/844/CD: IEC 81346-2 Ed.2: Industrial systems, installations and equipment and industrial products – Structuring principles and reference designation – Part 1: Classification of objects and codes for classes .

Edition 2 has been numbered IEC 81346-2, following a decision by TC3. The reason for this is that standards in the so called 80000-series can contain Parts with split responsibility between IEC and ISO: for the present part is IEC responsible, but ISO TC10 is planning for other parts in the same series.

The primary goal for the revision has been to combine the IEC 61346-2 Ed. 1 and ISO/PAS 62400 Ed. 1. The new document is intended to replace both.

The following technical changes have been made compared to IEC 61346-2 Ed. 1:

All rules concerning the application of letter codes has been removed as these should be included in other publication dealing with the application of letter codes within reference designations.

The following technical changes have been made compared to IEC 62400 Ed. 1:

Some new subclasses for class B have been added.

Table of terms sorted according to the two-letter code has been removed.

The closing date for comments is set to 2007-07-27.

IEC 61346-1 Ed. 1 has been subject for revision, carried out by TC3 MT18.

The result of the work is now available as document 3/842/CD: IEC 81346-1 Ed.2: Industrial systems, installations and equipment and industrial products – Structuring principles and reference designation – Part 1: Basic rules.

Edition 2 has been numbered IEC 81346-1, following a decision by TC3. The reason for this is that standards in the so called 80000-series can contain Parts with split responsibility between IEC and ISO: for the present part is IEC responsible, but ISO TC10 is planning for other parts in the same series.

The primary goal for the revision has been to make the standard easy to understand.  There are a few technical changes, but not of any fundamental character. Cited from the Foreword:

Compared to the first edition, the following substantial changes have been made:

  • A new introductory clause providing a description and explanation to the concepts used elsewhere in the publication;
  • A more comprehensive description of the structuring principles and rules for structuring are provided;
  • A "facility" aspect being another aspect is introduced, and the prefix sign # is assigned to these aspects.
  • The concept of reference designation group has been deleted.
  • A new clause about labelling is introduced.
  • The old annexes have been removed with the exception of the annex showing an example of the application of reference designations within a system;
  • A new annex explaining the manipulation of objects is introduced;
  • 4 new annexes are introduced as rearrangement of detailed examples or explanatory information.

As usual for CDs the repsonse time is set to three month, i.e. the document is closing for comments by the end of June.

Description of and question regarding the possibilities to use the platform for standards in database format also for National standards

The above Document for Commenting (DC) has been prepared in response to the request of TC3 at its meeting in Berlin  2006.

It is now circulated to the National Commettees as document 3/839/DC.

The basic conception is that in a standard in database format (with high information granularity) there is a possibility to distinguish clearly between language dependant and language independent information for a contained item.

As a consequence, it ought to be advantageous to manage different language variants of a standard on the same database platform in order to let them share the language independent information and for each language variant translate just the language dependant information for each item.

This would decrease the cost for updating and also speed up the provision of the different language variants and as a consequence National standards on the same subject.

Requirements concerning the interoperability between electromechanical and electrical applications in CAx- systems

The above new project proposal has been submitted by the German NC for development as a PAS. It is being circulated as 3/837/NP.

This document is intended to serve as checklist and guideline for the evaluation of CAxsoftware for applications within the electromechanical field for users in industry.

The document provides a set of data element types required in the context of electromechanical applications, especially in the context of electrical applications and their mechanical representations in the real or virtual three-dimensional world.

Where possible, existing internationally standardized data element types have been taken from the existing data element repository as listed in the data base IEC 61360 available under the URL http://std.iec.ch/iec61360.


Available data element types are indicated by their identity number, followed by its name and the definition as given in the data base at the time of publication of this document.


The application of standardized data element types supports an automatization of design processes during the development of products, systems and plants.

IEC 61355-1 Ed.2: Classification and designation of documents for plants, systems and equipment - Part 1: Rules and classification tables, now as CDV

IEC 61355 Ed. 1 has been subject for revision, carried out by TC3 MT19.

The result of the work is now available as document 3/835/CDV: IEC 61355-1 Ed.2: Classification and designation of documents for plants, systems and equipment - Part 1: Rules and classification tables, presentlly only in its English language variant. The Fench one is expected during April.

Edition 2 has been numbered IEC 61355-1, i.e Part 1. The reason for this is that the table of document kinds in Ed.1 will be made available as a standard in databse format (IEC 61355 DB) presently in development by MT19.

As a consequence of this the changes of the standard are limited, and it has therefore been considered possible to circulate this first part directly as a CDV.

New work on Rules for identification systems approved as IEC 62507

The voting on the proposal for a new project Rules for identification systems, document 3/810/NP, was accepted as 5 National Committees were willing to provide experts as a result of the circulation of document 3/833/INF Preliminary result of the voting.

The final result of the voting is now circulated as document 3/836/RVN, briefly stating that:

- In IEC TC3 the the new work has been approved as IEC 62507 Ed. 1 and the project team PT 39 established.

- The NP was also circulated in ISO TC10. In this committee it got also positive votes, but the number of experts were not sufficient for formal approval. The appointed experts will be invited to take part in PT 39.

- The proposal also got a substantial number of comments from the ISO/IEC JTC1 and ITU area indicating a positive interest for the project. As no formal voting has taken place we will investigate furthrt how this interst can be included in the project.

- A substantial number of comments have been received, including comments from the JTC1 and ITU areas. Observations by the secretariat to the comments are included in the RVN.

- Attached to the RVN is also an extract of the minutes of the meeting of MoUMG (ISO-IEC-ITU-UN/ECE MEMORANDUM OF UNDERSTANDING
MANAGEMENT GROUP), which reponded positively to the proposal.
